ability to view pending submissions by role

Submissions List. Currently we can view all pending submissions for a user. It would really be helpful to also be able to view all pending submissions for a role.

  This is still really super super necessary. We need to be able to view where submissions are locked by a role. 

  Right now we can only see where a submission is locked by a user. This causes us so much extra work because users need to come to frevvo admins to see where a submission is locked when it is locked by a role.
