Email notification not sent to the role of manager for approval

I tried to setup the first Form and Flow under my tenant, and run the flow.

After having the "Finance User" role filled up the form, and press submit button, it is supposed an email will be sent to the corresponding manager "Finance Manager" role for approval.

But, the email never arrives.

Please have your advice.
