Reorder the order Business Rules are executed

Frevvo's documentation indicates that I can change the order that business rules are executed, by clicking and dragging to a new position, or use the menu to "Move Up" or "Move Down".  Either method "appears" to work, however once saved, the rules revert back to the order they were in.  Am I missing something to make this happen?

  Reordering of rules will be permanently saved whenever you click Save (without closing), Save and Test, or Save and Close. The reordering will be saved in memory as you navigate between the other Guided Designer Editing Modes (Workflow, Form, PDF Mapping, Settings), but you must click Save, Save and Test, or Save and Close to permanently save it. Thanks!

  I think I've answered my own question.  After moving the rules order of execution, I was using "Save and Test".  I then used "Save without closing" and it did save the order that I changed it to.
